The Red Jar is a special item from Paper Mario.  It can be obtained through doing one of Koopa Koot's favors.
The Red Jar is a special item from Paper Mario.  It is needed to complete Koopa Koot's final favor, though it can be obtained at any point once Little Mouser's Shop in Dry Dry Outpost becomes available.

To get the jar, Mario has to go to Little Mouser's Shop and buy, in order, a Dusty Hammer, a Dried Pasta, another Dusty Hammer, and a Dried Shroom. After this, Little Mouser claims that Mario has fulfilled an ancient will and gives him a Red Jar. However, after Mario gives the Red Jar to Koopa Koot, he complains that it is filthy, but keeps it. He will then award Mario three Star Pieces.
Koopa Koot's final favor in the game is to get a Red Jar, which is said to be made in the Dry Dry Outpost. To get the jar, Mario has to go to Little Mouser's shop and buy a Dusty Hammer, a Dried Pasta, another Dusty Hammer, and a Dried Shroom, in that exact order. Upon doing so, Little Mouser claims that buying those items in that order is part of an ancient will, and his part in fulfilling the will is giving Mario the Red Jar. However, upon giving the Red Jar to Koopa Koot, he is disappointed with it, claiming it is filthy, though he decides to keep it anyway. Doing this last favor will earn Mario 3 Star Pieces.

*It is possible to obtain this item from Little Mouser's at any point (starting with Chapter 2 which is the chapter when his shop first becomes availble), simply by buying a Dusty Hammer, Dried Pasta, Dusty Hammer, and a Dried Shroom. Thus it can be obtained before Koopa Koot even asks the favor.
