Paper Mario
In Paper Mario, the Electro Pop is depicted as an orange lollipop with a yellow swirl. Tayce T. can make one with a Volt Shroom and a Cake Mix (which can be obtained in Shy Guy's Toy Box). It can be considered a helpful improvement on the Volt Shroom, and can be sold for 25 coins, which applies to all shops in the game.
Electro Pops first appear in Paper Mario, in this game Tayce T. can create one with a Volt Shroom and a Cake Mix (which can be obtained in Shy Guy's Toy Box). The player can use this item in both overworld and in battles. It will replenish fifteen HP either way, but will also electrify the user if used in battle. Basically, this item can be considered a Volt Shroom that also heals, so it is a helpful improvement. This item can be sold anywhere for 25 coins.

The item's description states that it replenishes 15 FP and, if used in battle, also electrifies Mario. However, due to a bug, the item sets Mario's FP to a value equal to his current HP plus 15 (e.g. if Mario's HP is at 5 and FP is at 8, the Electro Pop will set Mario's FP to 20 (5 + 15), effectively restoring 12 FP); however, the FP regain animation will still show "15" regardless of the amount actually restored.
Paper Mario: The Thousand Year Door
Electro Pops also appear in Paper Mario: The Thousand-Year Door, in this game the player will need a Volt Shroom and a Cake Mix (which can be obtained from the Pianta Parlor) in order to make an Electro Pop. Give it to Rogueport's chef, Zess T., so that she can combine both ingredients to make a Electro Pop. The player can use this item in both overworld and in battles, replenishing fifteen FP and electrifying the user. Like Paper Mario, this item can be sold for 25 coins.

Paper Mario: The Thousand-Year Door
Lollipops are made from corn syrup and sucrose, ingredients that would not be found in a Cake Mix, so the ingredients combination is slightly dubious.
In Paper Mario: The Thousand-Year Door and its Nintendo Switch remake, the Electro Pop is depicted as a black lollipop with an orange swirl. Zess T. can make one from a Volt Mushroom and a Cake Mix (which can be obtained from the Pianta Parlor). Mario and his partners can use this item both in and out of battle, replenishing 15 FP and electrifying the user, damaging those who make physical contact. Like in Paper Mario, this item can be sold for 25 coins, which applies for all shops in the game.

Super Paper Mario
Super Paper Mario
In Super Paper Mario, Saffron can make an Electro Pop from a Thunder Rage. As FP does not appear in this game, it instead electrifies the user for 40 seconds, damaging those who make physical contact. It can be sold for 82 coins, which applies for all shops in the game.
Electro-Pops appear again in Super Paper Mario, in this game the player can give a Thunder Rage to Saffron to make the Electro Pop. This item electrifies the player for 40 seconds. It can be sold for 82 coins.
