Bubbler is a large red octopus and the third boss of Diddy Kong Racing and its Nintendo DS remake. He has yellow eyes with green irises and black pupils. His voice sounds garbled and very bubbly, an effect achieved by Kevin Bayliss, Bubbler's voice actor, speaking with a mouth full of yogurt.<ref>{{cite|author=Kev Bayliss - Diddy Kong’s Daddy @Kev_Bayliss|date=July 15, 2024|url=x.com/Kev_Bayliss/status/1812926272798130419|title=That's me with a mouth full of Yoghurt. Prior to the game's events, Bubbler was mind-controlled by Wizpig and entrusted with a portion of his amulet, so Bubbler is not inherently a villain.
During the events of Diddy Kong Racing Bubbler was brainwashed by the evil alien Wizpig into becoming one of his lieutenants and intrusted with a portion of Wizpig'a amulet. Bubbler would only allow someone to race him if they managed to beat all the challenges on his area, Sherbet Island. Once challenged to a race Bubbler would play dirty, he would drop aquatic mines in an attempt to sink his opponent. Eventually Bubbler was defeated, this defeat allowed Bubbler to fight off Wizpig's control long enough to allow his opponent to participate in the Silver Coin challenges.

During the game's events, Bubbler is only allows the player to race him in his own course in Sherbet Island after they win in every race course of said world. During the race, Bubbler drops aquatic mines to trip his opponent. Bubbler can be attacked by the player shooting missiles at him from red Weapon Balloons. After the player wins, Bubbler challenges them to complete every Silver Coin challenge of Sherbet Island before rematching him. The second race is more challenging, since Bubbler now moves faster and drops bubbles that temporarily encapsulate the player. When Bubbler loses again, he is freed from Wizpig's control and gives the player the piece of the Wizpig amulet he was guarding. Bubbler is the only character in the game not to appear in the cinematic ending, though he is present in the remake.
After beating the Silver Coin challenges the player is given the chance to have a rematch against Bubbler. This race is much more difficult as now Bubbler moves faster and drops destructive exploding bubbles. Once again Bubbler is defeated and this time he breaks free of Wizpig's control permanantly. As thanks for freeing him Bubbler gives his opponent the peice of Wizpig's amulet he was guarding.

Bubbler also appears in the 4koma Gag Battle adaptation of Diddy Kong Racing. Additionally, Bubbler is referenced in the Rare game Perfect Dark Zero, where his name is one of the many Rare reference names that can be randomly attributed to bot players in offline multiplayer games.
Bubbler oddly does not appear in the cinematic ending of Diddy Kong Racing, he is the only character in the game not to appear there.

Bubbler may also have been set to make a reappearance in the cancelled game Donkey Kong Racing; as Taj the Genie, a character from Diddy Kong Racing was going to appear in it. It is unknown if Bubbler was going to appear in Diddy Kong Racing's cancelled Game Boy Advance sequel, Diddy Kong Pilot. Bubbler is a boss in Diddy Kong Racing DS, where his voice sounds more menacing.
