Blue Shells, also known as Blue Koopa Shells, are blue Koopa Troopa shells that first appear in Super Mario World. While occasionally worn by Koopa Troopas, they are more prevalent as items that Mario or Luigi can use.
Blue Shells are blue Koopa Troopa shells that first appeared in Super Mario World. This was one of the only games where they were actually worn by Koopa Troopas. The Koopa Troopas turn around when reaching a ledge. They also walked faster. They are a rare type of shell, rarer than Red Shells. It can make any Yoshi fly instantly upon putting one in its mouth.
History
Super Mario series
Super Mario World
Blue shells first appear in Super Mario World, either alone or on the back of a Koopa Troopa. As with other colors of shells, jumping on a Koopa Troopa will cause the shell to be removed, where it can then be held or thrown. When Yoshi eats one, he will grow wings and gain the ability to fly for a limited time, at the end of which he will swallow the shell. Blue Yoshi can gain this ability by eating a shell of any color. Yoshis can also spit the shell back out, in which case it will behave like a Green Shell, flying out at high speed and defeating enemies in its way. If the player attempts to launch the shell back at a blue unshelled Koopa, it will stop the shell and kick it back at the player. If a green or red unshelled Koopa comes in contact with the Blue Shell (or kicks it right-side up if upside down), it will then jump in it and become that colored Koopa.

According to the Japanese Shogakukan guide for the game Yoshi, Blue Shells from Super Mario World are filled with refreshing mints and have an herbal scent.
Like other Koopa Troopa shells, the Blue Shell can be launched when the Koopa Troopa wearing it is jumped on. It can also be held and thrown. There are also flying Red Shells which appear in Super Mario RPG: Legend of the Seven Stars. They are not to be confused with Parabuzzy or Buzzy shells, which are darker and more spherical.

New Super Mario Bros.
In Mario Smash Football, as well as in Mario Strikers Charged Football, Blue Shells appeared as items. They are usually collected in a pack of three. When used, they will be fired at the opposing players, however, they do not home in, like the Red Shell does. If the Blue Shell happens to hit a player, they will instantly freeze in one spot. This will render them unable to move, and, thus, unable to get the ball. The effects wear off after a few seconds. Unfortunately, these shells can freeze both the users teammates, or the user him/herself. If the shells fail to hit anyone, they will continue bouncing around the stage until they either hit a player, or just wear out on their own. A more effective version of this item, is the Giant Blue Shell.
Blue shells appear again in New Super Mario Bros., this time as a power-up. It turns Mario or Luigi into Shell Mario or Shell Luigi respectively upon contacting it. By using the Blue Shell, the player gains the ability to shell dash. While ducking or shell dashing, Shell Mario or Shell Luigi are invulnerable to almost anything, except for boss attacks and falling into a pit, poison, or lava. They can also Ground Pound on Spinies to send them spinning in their shells, similarly to a Koopa Troopa when kicked. Additionally, the power-up allows them to swim faster and with more precision, similar to the Frog Suit from Super Mario Bros. 3.

The item can be collected by defeating a wandering Hammer Bro, stomping the Blue Koopa Troopa found in the Ice Stage of the Mario vs. Luigi mode, hitting a Flying ? Block, visiting a Red Toad House, or in a Roulette Block. However, it cannot be found in any of the normal ? Blocks in the game.
In New Super Mario Bros. there is a Blue Shell item. It is not used as a weapon, but as a power-up. The shell turns Mario or Luigi into Shell Mario or Shell Luigi respectively. When ducking, Shell Mario/Luigi is invulnerable to almost anything. Also, they can Shell Dash. A blue-shelled Koopa Troopa that leaves Blue Shell power-ups when stomped appear in multiplayer. They respawn periodically.

The New Super Mario Bros. Player's Guide has an icon for Blue Shells in the legend for level maps, but it goes unused, as Blue Shells are not found in normal ? Blocks.
The Blue Shell appear in Mario & Luigi: Bowser's Inside Story, as an item found in the overworld and once in the Energy Hold in Bowser's Body. Mario can go in Blue Shells (and turn into Shell Mario from New Super Mario Bros.) by striking Blue Shell blocks. Luigi can then hit Mario using his hammer, and this will make Mario go into the shell, spinning straight forward. This can be used to hit blocks in areas which Mario and Luigi can't directly go into. It behaves similarly to Kooper and Koops's abilities in the Paper Mario series.

Spiny Shell (Mario Kart)
In Super Mario Strikers and Mario Strikers Charged, Blue Shells appear as items; in the latter game they are cyan and frosted with ice instead. They can be collected in a pack of three. When used, all three are fired at the opposing players, but do not home in like the Red Shell does. If a Blue Shell hits a player, they will instantly freeze in that spot, rendering them unable to move. The effects wear off after a few seconds. The shells are able to hit and freeze both the player's and opponent's team members. They will continue bouncing around the stage until they either hit a player or disappear after a set amount of time.

In spin-off games, such as Mario Kart, there are blue colored shells with spikes, which are dangerous power-ups. They were called Spiny Shells in Mario Kart 64 and Mario Kart Super Circuit. Spiny Shells act similarly to Red Shells, as they knock over the target in front of the player who used it. However, it targets the one in first place, where the shell bowls over the kart and gets destroyed. Although a reliable item, the shell stops working if it hits a wall.  In Mario Hoops 3-on-3, this version of the Spiny Shell appears in the item list of the game. After homing in on a player, it will explode, affecting anyone within the blast radius.

A more effective version of this item is the Giant Blue Shell, which appears individually, and is able to run over players while continuing to move.
In Mario Kart: Double Dash!!, the Spiny Shell had gained wings, allowing the item to fly over the course while avoiding all the obstacles around, as opposed to its former appearance, when it would be destroyed when it hits an obstacle. After firing one, it would fly over the track, homing in on the current contestant in first place. Once it reaches its destination, the shell hovers briefly over its target and then lands on the kart, blowing up everything in an area around the kart in an explosion. This shell has appeared lately in Mario Kart Wii and Mario Kart 7.

Mario & Luigi: Bowser's Inside Story / Mario & Luigi: Bowser's Inside Story + Bowser Jr.'s Journey
In the DS version of Mario & Sonic at the Olympic Games, the Spiny Shell is also an item in Dream Canoe.
The Blue Shell appears in Mario & Luigi: Bowser's Inside Story and its remake as an item found in the overworld and once in the Energy Hold in Bowser's Body. By striking shell blocks, Mario can go in Blue Shells and turn into Shell Mario. Luigi can then hit Mario using his hammer to make Mario retract into the shell, spinning straight forward. This can be used to hit blocks in areas that Mario and Luigi cannot directly enter. Because the shell is so heavy, Mario cannot jump while wearing it. If he attempts to jump, he tosses the shell off of his body and it disappears. This serves a similar purpose to Kooper and Koops's field abilities in the Paper Mario series.

Trivia
*The only non-enemy characters to wear a Blue Shell are Kooper, Parakarry, Koopley, the Blue Paratroopas, and the Mario Bros. In Super Mario Galaxy in the mission Underwater Cosmic Mario Race, Cosmic Mario's shell is blue.
*Even though Shell Mario has only been available in New Super Mario Bros., blue shells were much more common in Super Mario World.  However, Mario could only use them like any ordinary Koopa shell.
*There are no ordinary ? Blocks that guarentee blue shells.  They can only be found in Flying ? Blocks, Roulette Blocks, and Toad Houses.
