In Paper Mario 2 Chet Rippo does the same thing except you can choose which stat to downgrade. You should see him once in a while if you want to even out your stats for a fair price.
Appears in the house in the background of Rogueport Sewers near the main entrance. The pipe to get their is behind a cracked wall.
He will upgrade one of your stats but downgrade another in Paper Mario. It's best to just avoid him.
Appears in Toad Town near the Shy Guys toy box house.
Notice the name? "Chet Rippo"... Cheat rip off.
