Lumpy is a green hamster that waits around the east side of the Rogueport docks. If you pay him coins after you beat the Shadow Queen he will give you 3 times the amount you gave him back to give you a head start on collecting everything in the game. You can also listen to his log book's entries that he wrote when he was digging for oil.
