A Beach Koopa is a Koopa Troopa without it's shell and wearing nothing more than a shirt and boxers. In Super Mario World, the blue ones will kick a shell if they come in contact with one.
The Beach Koopas are found primarily in Super Mario World and Super Mario World 2: Yoshi's Island.
