While LEGO Super Mario Goal is only available in Italy, it is still technically available for public consumption. A similar example would be Mario Bros. Special. While the ROM of that game was dumped, it was only released in Japan, similar to LEGO Super Mario Goal only being released in Italy. From an availability standpoint, the only things that differentiate LEGO Super Mario Goal from Super Mario Bros. Special, Donkey Kong 3: Dai Gyakushū, and Mario Bros. Special are the facts that the preceding three games mentioned were released physically, while LEGO Super Mario Goal was not, as well as how ROMs of the preceding three games have all been dumped. Additionally, as far as I can tell, LEGO Super Mario Goal is still available through official channels, and has not been removed from the Sky Italia service.

Person who added the template here. You know you didn't have to make this a proposal. I guess you are technically right in this not being lost media. It is still available, for now at least. Unless someone isn't able to make an emulator for the Skybox Italia before the game gets taken down. I will remove the template. Rykitu
