It has been made up by fans and was never more than every fan-made "rumor" - a wish, which didn't come true. In Melee the clone concept was semi-official alone from the character selection screen, where not unlocked standard characters had a square with a ? shown, while the squares of clones popped out of nowhere when they were unlocked.
