When Mario earns the Lucky Star.
The Lucky Star is Peach's pendant that Twink gives to Mario, which allows them to use the Action Command in Paper Mario. After Mario talks to the Star Spirits on Shooting Star Summit, Twink will come towards Mario and tells what happened to Peach. Mario will engage in a battle with a Magikoopa and test out the Action Command. The Lucky Star will be helpfull in every battle and without it the game would be much harder.
