The Penguin Patrol officer, always ready for duty.
The Penguin Patrol is the chief of the Shiver City police. During the events of Paper Mario, he is called to Mayor Penguin's house due to a penguin murder mystery. The Mayor's wife thinks Mario and company are behind the murder. The heroes claim they are innocent; however, they are forbidden to leave Shiver City until they find out who is responsible for Mayor Penguin's death. Only after bringing him the chief suspect (Herringway), it turns out the mayor wasn't dead, but knocked unconcious. Even though Penguin Patrol may jump to conclusions at times, he does a great job at protecting Shiver City.
