In Petal Meadows, on the very righthand side of the area before the bridge there is a cane that pops back up when you hammer it. Hammer it 10 times and the horsetail will come out. You can do this as many times as you want.
Revives 3 FP. Save one to make Healthy Salad with a Turtley Leaf, found nearby.
