Lakitu
Strange Koopas on clouds. They attack by tossing spiny eggs. They are called Juglems in Japan.
Lakitus appear in the Mario Kart series and they give the signal on when the cars should go and these guys wave the checkered flag at the end of the race.

Dark Lakitu: Red-shelled Lakitus that ride rain clouds and are found in the Pit of 100 Trials and throws Sky-Blue Spiny eggs.
