Is there any proof besides the appearance? It looks similar, but different, so i think think it's speculation based on the appearance.

Could say the same thing about Smookers being a Jelectro. Again, inference is not speculation; the first story he's in is filled with Trouters, including on the same panel as him, and aside from expression and him having a bowtie, the lineart is exactly the same. Also, the later story with Bertha and Smookers featured other typical fish enemies as friendly guys. Doc von Schmeltwick (talk) 15:55, July 13, 2020 (EDT)
