First seen in Super Mario RPG: Legend of the Seven Stars. These blocks are scattered all over the world. When Mario jumps on one, it takes him to the save screen so the player can save his/her game.
It was seen again in the Paper Mario series. This time, instead of jumping on top, they needed to be hit from underneath.
