Appealing blocks is done by contacting the e-mail address that's on the block page, but anyway; This account shares the same IP, has the same (atrocious) grammar and conspicuously edited the Vivian page to say he's/she's not transgender and "it's just a joke" after you were rebiffed for trying to do the exact same thing on the talk.

IPs do not change to existing users, otherwise too many users would get banned as a vandal's account would come along and their IP address would move to it. Also, as I've stated you're computer information is identical, and seeing as you only have one computer, it's obvious that you were the user, especially since like I've mentioned the user shares your exact same views, and even uses the "joke" that you mentioned a lot.
