Muskular creates a blizzard to lower enemies' attack power.
Chill Out is the fourth Special Move taught to Mario in the game Paper Mario.
After Mario rescues the Star Spirit, Muskular, from General Guy, who was keeping him under Bowser's orders in Shy Guy's Toy Box, the Honorable Star Spirit fills Mario's Star Power Gauge and teaches him a new move called Chill Out. This status-altering move commences with Mario summoning some sort of star storm, which impacts on all enemies and lowers their attack by a total of three points. This trusty moves costs no more than two SP, making it popular among players to use in Mid-Boss Battles or battles with many enemies.
