The Blue Switch Palace is the last of the four Switch Palaces in Super Mario World. It's found in the Forest of Illusion behind the water level Forest of Illusion 2. It contains a line of Used Blocks with several Spinies walking across the top.
The trick is to collect the coins first before activating any of the P-Switchs. Once finished, the player can hit the silver P-Switch to turn the enemies into Silver Coins, and then the regular P-Switch to make the coins drop down. The player has to continue and hit the blue ! Switch at the end.
