There was once a proposal to incorporate a template for consistent, proper formatting of citations. The template was criticised by many users as being unpractical, unwieldy, and easy to ignore, and the proposal ended up failing.
To me it’s apparent that the ref quote template epitomises most of the qualities that the aforementioned proposed template was brought into question for, serving a very specific (and personal) goal of formatting quote citations more consistently, in addition to seeing relatively scant use and some instances even being replaced as time went on with manually-written citations. Therefore, if the other one could not exist, this one shouldn’t either.
