For future reference, the (archived) YS site refers to these guys twice: here ("If you want to save Yoshi from scorches, / Watch out for Shy Guys bearing hot torches.") and here ("Drop down at the first pathway leading down to land on a bridge with two Shy Guys below you with two fire urns."). It's a long shot, but is it possible these are just regular Shy Guys? This doesn't seem all that different from, for example, those Boo Guys in Yoshi's Island that operate maces and drop bombs. Niiue (talk) 21:33, 20 December 2015 (EST)
