The All Purpose Portable Plumber's Helper is a small Swiss Army knife-type device owned by Mario that briefly appeared in The Super Mario Bros. Super Show! episode "Mighty McMario and the Pot of Gold / Heart Throb".
When Mario needed to cut through the chain that was keeping Princess Toadstool attached to King O'Koopa's throne, he pulled out his All Purpose Portable Plumber's Helper and used the hacksaw to start cutting through the chain.
How the All Purpose Portable Plumber's Helper works is unknown, as it is capable of holding tools that can extend to lengths larger than the unit itself. One must simply press a button to trigger the tools one-by-one. Aside from the hacksaw, other tools that were show include a knife and a wrench.
It's very possible that Luigi has his own All Purpose Portable Plumber's Helper, but no indication of any sort was given.
