They look the same, they have the same name in non-English languages, they have similar names in English (and it's not uncommon for translators to turn "turtle" into "Koopa" or vice-versa), they're both exclusively found in Koopa-populated towns, they're both used to make Koopa Tea, and they both restore 3 FP. It's pretty obvious it's the same thing under a different name, similar to Spiked/Spiky Goombas
