The Koopa Clown is an unlockable kart part in Mario Kart 7. It is based off of Bowser's Koopa Clown Car from Super Mario World. The Koopa Clown boosts handling but lowers acceleration and off-road. It is similar to the Hurricane, one of Bowser's karts from Mario Kart DS.
