2257 is retired and likely won't respond to messages made on his talk, so I'm pretty sure I can answeer this question for him:
"NOA" means "Nintendo of America" and "NOE" is "Nintendo of Europe". The distinction is made because the games since Super Mario Galaxy have different French and Spanish translation between Europe and the Americas. --Glowsquid (talk) 09:57, 6 September 2012 (EDT)
