Baby Bloopers are obviously babies of Bloopers. They first appeared in Super Mario Bros. 3 with a Blooper Nanny. They were released by Blooper Nannys when glowing. They also reappear in New Super Mario Bros., Paper Mario, and Super Mario RPG: Legend of the Seven Stars.
In Paper Mario they are released by Super Bloopers rather than Blooper Nannys. Some even speculate that Super Blooper and Blooper Nanny are the same being. They attack the same way as Fuzzy.

- Tattle: This is a Blooper Baby. Super Blooper spits 'em out and they come to drain you. We need to beat 'em quickly so they can't drain us dry. They're so cute, though!
