The Happy Lucky Lottery is a lottery that occurs in Rogueport. A Doogan normally hangs out here, cursing his bad luck. The lottery is located in the east of Rogueport. At night, they announce the winner. The time is based off of the Gamecube's date settings. One can cheat by changing it to the next day. However, when done the second time, Mario will be fined for 500 Coins.
