Blue is a bear who lives in a beach hut in Cotton-Top Cove. His name perfectly describes him because he is usually depressed. The reason why he is depressed when the Dixie and Kiddy Kong first meet him is because almost all of his brothers forgot that his birthday is today. The only Brother Bear that remembered is Blizzard, but he lives too far from Blue to deliver his birthday present.
If the Kongs deliver the gift to Blue, he will cheer up and ends up giving them his present which is a bowling ball, Which when given to Bazooka will allow Kiddy and Dixie to reach a hidden Banana Bird Cave.
