Baby Bloopers are obviously babies of Bloopers. They first appeared in Super Mario Bros. 3, where they were released by glowing Blooper Nannies. They also reappear in New Super Mario Bros., Paper Mario, and Super Mario RPG: Legend of the Seven Stars (where touching one of them strangely starts a battle with a normal Blooper).
Baby Bloopers made a few rare appearances on The Adventures of Super Mario Bros. 3, where they appeared alongside Blooper Nannies.
In Paper Mario they are released by Super Bloopers rather than Blooper Nannys. Some even speculate that Super Blooper and Blooper Nanny are the same being. They attack in the same manner as Fuzzies.
