Mamar puts Koopa Troopa to sleep.
Lullaby is a Special Move taught to Mario by the Star Spirit Mamar in the game Paper Mario. When used, Mamar comes to the battle, and sings a soothing song to put enemies to sleep. It's the least useful of all the Star Spirit Powers, because it tends to fail and Klevar's Time Out is more useful alternative to immobilize the enemy. The move requires one SP to use.
