Do the sunbaked sand castle as normal, until reaching the sandy planet with a spikey plant on top. At that point, all you do is wait until the plant is below the sand. Then after it is back up, look around until you find a stump to slam on. When you do, a launch star appears and you are launched to another planet with the two switches. Upon hitting the blue one and making the platforms come up, four glass containers requiring the homing bill to hit, and several dry bones, rise up. You will either need to get the bill to home on you before it comes up, when your on top, or by doing a Z+A jump and spinning at it's peak when they come out to get them to home on you. When they home on you, you can get them to hit a container with the power star, a rainbow star, or star bits.
