Stub = an article that's missing information. If that's all that can be said about the event, it's not a stub. There are a couple ways. As Misty said, you can check a user's contributions to see when they edited last and how frequently they've been editing recently. It may also help to check Template:Plainlink and see if any users you're wondering about are listed.

No Wii U in South Korea

While South Korean users are scheduled to get Wii U on 2015, it isn't guaranteed.. As of me, I live in US so that does not really a problem to me but still.. It bugs me.
