New users are now immediately welcomed through MediaWiki:Welcomecreation when they create an account, so it's no longer necessary to welcome them on their talk page. However, if you still wish to welcome a new user:
- You may only edit/create a new user's talk page if they have made at least one edit on the wiki.
The edit can be in any namespace. This rule exists to prevent us from having thousands of user talk pages for users who never do anything on the wiki.
