James Blonde is a minor character from The Super Mario Bros. Super Show! episode "On Her Majesty's Sewer Service / 9001: A Mario Odyssey", spoofed from James Bond.
At the start of the episode, Secret Agent James Blonde had uncovered Koopfinger's lastest plot, and managed to track him down in Spy Land. Unfortunately, Koopfinger used a magic ring to turn James Blonde into stone. It wasn't until Mario and Luigi chased Koopfinger out of Spy Land that James Blonde returned to normal.
