The Wicked Weather Satellite is an invention of King Koopa and Lakitu that appeared in The Super Mario Bros. Super Show! episode "Mario and the Red Baron Koopa".
In "Mario and the Red Baron Koopa", King Koopa and Lakitu use the Wicked Weather Satellite to hold Pasta Land at ransom. If Pasta Land didn't surrender to King Koopa's rule, the Wicked Weather Satellite would freeze the kingdom over with a never ending snow storm.
In the end, the Wicked Weather Satellite was finally destroyed by Toad who, from a magic carpet powered airplane, managed to blow it up using a bomb.
