Merge Chump Charity into Last Five Turns Event

Again, this is like my previous proposal about the Final Five Frenzy. This is the same exact thing and function as Last Five Turns Event, except it has different bonuses and a different name! It even got mentioned in the Last Five Turns Event article! So, what are we going to do?
