Currently blocked users go in this category. This does not apply to trolls/users blocked indefinitely. Only for temporary blocks. Phoenix Rider

I'm considering deleting this, due in no small part to the fact that we never use the tag/template.Saudy^Talk!

The block template places the account in question on this list, however, it isn't being used (the template nor this list). That said, we currently only have two people that this applies to and that will change in due time.
