Flavio is a "famous" Rogueport entrepreneur. He has in his possession many fine ships, his favorite being the S.S. Flavion, which he and Mario used to travel to Keelhaul Key. It was unfortunately destroyed in the very same voyage. He enjoys believing that he is a fearless, brilliant man that others idolize and envy, but he is not particularly popular among his crew, or anyone, as a matter of fact. For Admiral Bobbery's last wish, he wants to drink his bottle of Chuckola Cola, in Flavio's possession. Flavio's ancestors stole the Skull Gem from the Pirate King Cortez and the artifact has remained in his family until the day Flavio traded it back to Cortez in exchange for Cortez's help (and use of his ghost ship). The Skull Gem itself proved to be the only way of opening the secret entrance to the Pirate's Grotto, home of Cortez's ship, the Black Skull, and the fifth Crystal Star. It is also the source of the Black Skull's power, allowing it to sail.

Trivia
- Coincidentally, Flavio somewhat resembles the Beanbean Kingdom residents. His drink, Chuckola Cola, is a nod to the Beanbean Kingdom itself.
- He is also known to be the editor of the mysterious magazine Foppish Gourmet Weekly.
- In the final RDM issue of the game, it states that Flavio is 25 years old.
- In certain ways, he is the Kolorado of Paper Mario: The Thousand-Year Door. He acts all thrill-seeking, fearless and daring, but when danger strikes, he is useless. However, there is a significant difference: while both are useless to Mario's adventure, Kolorado is far braver than him, as demonstrated when repeatedly runs headfirst into new areas of the volcano, usually resulting in him falling off ledges or into lava, as well as when he tries to assist Mario in his fight with Lava Piranha, only to fall into the lava. Flavio, on the other hand, never gets anywhere near danger, and constantly makes excuses to avoid any risky tasks.
