Mr. I comes in -four- different sizes in Eyebrawl (the smaller ones at the end of the minigame being smaller than the starting size), and the ''Mario Party 8'' Prima guide indicates that it's the same one that keeps changing "form" (ie. enlarging). Doesn't it seem speculative to call the largest/larger sizes an appearance of Big Mr. I? This would mean that the other sizes are unaccounted for.
