Neon signs are everywhere and Bowser's signature emblem can be seen in various places. This is the first Bowser themed course that isn't his castle (if [[Airship Fortress|DS Airship Fortress]] is not counted).

| The course takes place in a brightly lit, rainy city. Most of the course is winding roads with moving neon arrow railings. There is a small upward spiral that goes up a tower. There is a tunnel close to the end of the course that leads to a road that is covered with puddles. At the end, there is a ramp that uses the glider. This course's theme is a remixed version of [[Mario Kart 64]]'s [[Toad Turnpike]] and [[Mario Kart Wii]]'s [[Mario Circuit]].
