:Should they? New Users barely ever get involved with vandalism. In fact, normal Users who aren't Patroller/Sysop/Bureaucrat can only revert Vandals' edits, and fix up vandalism. They have to notify the aforementioned people to get them blocked. Anyway, what I'm saying, is that New Users are barely every involved with vandalism, and don't usually worry about it.
