Bureaucrats are separate from Sysops and Partrollers. Hello, I'm Time Turner.

Why? It's not really relevant to what the general public needs to know about bureaucrats, similar to how the public doesn't need to know exactly how the admins block users, as long as the admins block the users that need it. Bop1996 (Talk)
