The Star Key is obtained by defeating Gloomtail in the Palace of Shadow in Paper Mario: The Thousand-Year Door. This makes the eight pedestals appear in the top floor of the building where you solve eight riddles, each with a Pedestal Key. Getting all 8 pedestal keys will unlock the secret path to the Shadow Queen's throne room.
