The course takes place in a brightly lit, rainy city. Most of the course is winding roads with moving neon arrow railings. There is a small upward spiral that goes up a tower. There is a tunnel close to the end of the course that leads to a road that is covered with puddles. At the end, there is a ramp that uses the glider. This course's theme is a remixed version of [[Mario Kart 64]]'s [[Toad Turnpike]] and [[Mario Kart Wii]]'s [[Mario Circuit]].

Neon signs are everywhere and Bowser's signature emblem can be seen in various places. This is the first Bowser themed course that isn't his castle (if DS Airship Fortress is not counted).
