Why are you recommending cropping the top 8 and bottom 8 lines off of NES? It's not actually a PAL/NTSC difference. NTSC consoles do render those lines. It's just that they get cropped off on most TVs. This is in contrast to most SNES games which actually do render at 256×224px.
Also, SNES can't do 256×240px, only 256×239px; this isn't a PAL/NTSC SNES hardware difference, but a different display mode of the console that, in your example, they decided to use in the later PAL revision of Mario World (initial release still used the 256×224px mode).
