::Many people take a lazier way of doing things, such as Google Image Search or YouTube snapshots. They had the power all along to upload high quality screenshots and never realized it. There is also the factor of not understanding how an image format works and what format is best for what situation. Don't confuse this with replacing because it is not against policy redoing a picture, which requires more effort than just converting an image to a different format. I replace images frequently.
