It is interesting, since Blue Bowser isn't in Super Mario All-Stars, him being a result of a palette swap only present in the NES version of ''Super Mario Bros.: The Lost Levels'', yet the idea that the first Bowser met was his brother was still around. I am still collecting books about this and when I'll finish translating some critical parts I'll update the main page, but funnily enough, from what I have seen in the first guides of the '80s, they only state that he is another Bowser without clarifying what is his relationship with Bowser, and one even jokes around him being his twin, only to then say that this is a joke.
