 Good question... I suppose not. The point of the proposal was to place contractions in the same category of unprofessional documentation as addressing to the reader in second person and such. But the templates already do that ("therefore, please excuse the informal [...]"); they are meant to sound more familiar to reader, so I guess templates are in a separate sphere from the mainspace content and can have contractions.
