Who is "we"? I'm aware of what minor edits are; the reason why most of my edits are marked as minor is because they ''are'' minor, minor word or sentence changes and the like (and if there are some larger ones marked as such, I probably accidentally hit the checkbox before saving out of force of habit), and not because "nobody else does it" for undos. Also keep in mind that different users would have different interpretations of what is considered "minor", and functions like rollbacks and moves are automatically marked as minor.
