It isn't exactly confirmed if that red Toad is the Toad Brigade Captain, especially since the icon is that of a generic Toad. We do not know if the red Toad is the character or just a generic Toad. But the Blue Toad that is playable is called Toad in game. In fact, in the Wii U Developer Direct video of Super Mario 3D World, the director of the game even called him Toad.
