If the same were to be done with the Last Warning template, users who received it would give them the impression that they can do anything else that would usually result in a reminder or warning and still go off unblocked. In other words, users would try to do other actions not stated on the template they received (for example, if they got it for "removing comments", they might try to participate in an edit war because "the last warning didn't state it"). Last Warnings are meant to firmly tell users to follow the rules, guidelines and policies in general because, as the name of the template (last warning) implies, they are the final warning before a block occurs.
